The state field on the billing and shipping page will be replaced with a drop down box.  The items of the drop down box can be defined from the Seber Cart configuration screen.  Each item will have a name as well as a tax rate.  This will allow the store owner to define what states they will sell to and also what tax rate to charge anyone in that state if required.
